Master Development Agreement
The Master Development Agreement (MDA) is an agreement between the Ministry of Tourism Culture and the Arts (MTCA) and the developer that is issued under the authority of the Ministry of Lands, Parks and Housing Act. It sets out the terms and conditions governing the development of a Type 2 Alpine Ski Resort, including the rights to acquire MDA/OA(Operating Agreement) tenures and fee simple dispositions. The MDA acts as a licence of occupation under the Land Act for purposes of the Controlled Recreation Area (CRA). The MDA is used where the Alpine Ski Resort includes Base Area development.
